Building Regulations L2A 2013

The European Directive on the Energy Performance of Buildings (EPBD) states that

...  there must be an energy performance certificate [EPC] made available whenever buildings are constructed, sold or rented out  ...

The EPC shows two things -

  • the dwellings Energy Efficiency Rating (KWh/m2 per year) - relates to the running cost of the building
  • the dwellings Environmental Impact Rating (Tonnes/m2 per year) - relates to the carbon dioxide emissions of the building

Each rating is shown on an A–G rating scale similar to those used for fridges and other electrical appliances. EPC's are valid for 10 years.

Calculation Methodology (SBEM4)

The energy calculation undertaken to produce an EPC on a new commercial building is referred to as the SBEM4 (Standard Building Energy Model - level 4).

In other words to produce an EPC we need to do the SBEM4 calculation.


Outline of the SBEM4 process

 Setup Stage (we set up job on our computer and produce a Fee Proposal & Contract)
  • The Client request us for an EPC and gives us
    • the proposed address of the property
    • the contact details of the Agent and the Payer
    • a full set of Drawings (site plan, floorplans, sections, elevations) along with the Specifications 
  • We then set the new job up on our computer system and produce a Fee Proposal & Contract, which is sent to the Client via email.
  • If the Client accepts the Fee Proposal we will then proceed to the Design Stage.
  • It is important to note that the Agent is our main point of contact throughout the whole process and ensures that all measures are taken to gain Part L2A of the Building Regulations.
Design Stage (we consult with the Agent and produce a Predicted Energy Assessment)
  • We extract data from this and enter it into the SBEM software.
  • If the SBEM shows non-compliance with Part L2A of the building regulations then the Energy Assessor will consult with the Agent to discuss what changes are needed to achieve such compliance.
  • The Agent will then receive a Predicted Energy Asessment Report (PEA) which contains all the relevant documents relating to this proposed dwelling.
  • The PEA report contains a 'Regulation Compliance Report (BRUKL)' which should be passed to your Building Control body to be used as part of their monitoring process.
  • It is important that a Predicted Energy Assessment (PEA) is undertaken at the design stage. This ensures that any potential problems are addressed before building commences.
Completion Stage (when the building is complete, we gather final data and produce the Regulation Compliance Report & EPC) 
  • Once the building is completed the Energy Assessor will require an ‘Developers Statement’ to be filled in and returned along with other associated documents such as Air Pressure Test Reports and Boiler Details.
  • Once this data has been gathered the Energy Assessor can generate an EPC and lodge the EPC on the governments ‘Landmark’ database.
  • Once payment has been made you will receive your EPC and a Final Report which includes all relevant documents to demonstrate Part L2A Compliance.
  • The Final Report should be passed to your Building Control body to be used as part of their sign-off process.
